PROF. VYSOTSKII EXPLAINS. AND NEWS COMING!

MESSAGE FROM PROF. V. VYSOTSKII

NOTE- this morning, the remarkable Nastoyashchee Vremya TV interview around Chernbyl was published on the standard ХТЯ и ШМ site. I cannot obtain or make the transcript of the interview however the author was very kind and has sent us these clear, systematic ideas for help developing understanding- of the situation at Chernobyl.

"During the TV discussion dedicated to the Chernobyl "anniversary" I have told about two effects (of the accident)


The first is the positive influence of small doses of ionizing gamma irradiations. This is the "hormesis" effect. 9N.T. read about it on Wikipedia, very interesting and kind of a cultural "meme". Kind of"what does not kill you, make you stronger")) The concept of small dose means here- based on evaluation- not more than 0.1% of the lethal dose. (for humans, say 3-5 Rontgens per year). The mechanism of positive action of such irradiation, based on our models, calculations and experiments is described, e.g. in the monographs:

The effect is connected to the fact that due to these weak irradiation effects the quantity of defective DNA at replication and division almost does not increase at all, however however it take place such physico-molecular changes in the composition of the intra-cellular liquid that are favorable to the process of the physical self-repair (self-reconstruction of the DNA fragments broken due the effect of the free radical of chemical (not radiative) Origin. In other words the usefulness of small doses of radiation consists in the annihilation of the harmful effects of destruction and mutation of DNA due to bad ecology. Therefore as worse is the outer ecology (low quality food, polluted air)- as higher is the level of hormesis.

Te second effect  is the LENR mechanism in the biological systems. In our opinion, there is not something very specific to biology. It is a common physical problem of a short-term elimination of the Coulomb Barrier. Starting with 2010 I have published on this more than 10 papers in very authoritative journals of nuclear physics. For example:

It is about the "natural" (auto-modeled) physical mechanism of disappearance (or transparency)  of the Coulomb Barrier in non-stationary dynamic systems including the dynamic potential nano-wells that necessarily appear and disappear in the zone of increasing of a biological system). This mechanism is connected to the automatic formation of coherent correlated states in the process of deformation of the nano-wells, for which at small mean energy of the particles (at the level of thermal energy, the fluctuations of energy may attain 10-100 keV and more!
The same mechanism explains very well the absence of radioactivity in the reactions stimulated by this method (more precisely the quantum interdiction on such channels
of reactions whose products are neutrons, protons, and long lived isotopes- in agreement with all the experiments. This last question is carefully investigated in paper 7 of the above list.
It is interesting to remark that all the listed papers that are "criminal" for the present nuclear physics (include "low energy nuclear physics") however they are all being published based on the strict respect of quantum mechanics.
More than that we succeeded to publish about nuclear reactions in biological systems seven in a pure nuclear European Journal as Annals of Nuclear Energy

It has to be noted that in Ukraine it is not such an aggressive attitude toward these topics as, say in Russia. I am many times invited to institutes of the academy of science and even to ministeriums- for these problems (but the truth is there is nio hurry in financing. The thematics is supported by the leadership of my university- the National Shevchenko University of Kiev)- the main university of Ukraine having a chair of theoretical radio-physics- with fculties of radiophyscs, electronics and computer systems.
And, also often I am speaking at different TV stations- 10 times in the last 2 years. I also publish articles on these subjects in the newspapers.

In case you missed it Alan said this about his reactor a week ago.

"After reconnecting the data system, I find that the fuelled reactor still had 13 psi of positive pressure after sitting idle for 28 days. The pressure was 32 psi at the start of this period, so there has been some permeation into the Alumina and/or continued absorption by the fuel. "

The reactor from my test -4 is still fueled and still shows hydrogen pressure. I'm restarting it, using the temperature profile suggested by Alexander Parkhomov at ICCF19. The first ramp is up to 250 C over 3 hours, where it holds for 2 hours. Then it will ramp up to 1200 C over the next six hours and hold there. It's a slow process by necessity, so check back often.

The story of ” the wonderful E-Cat logo”, as you call it: I forgot to say that it has been donated to me from a person who had attended a demo in Bologna in 2011 that we did with an E-Cat: we received many proposal of mark, but this silhouette was really beautiful, I loved it at first glance; I lost contact with this person, he has a company that sells climatization plants: I hope he reads this, because I invite him to contact me for important communications. I forgot his name, but I remember him perfectly.
The logo ” The New Fire” has been said to me from a Russian scientist I met in San Francisco in 2011 in a meeting made to talk about the possibility to retrofit coal plants with E-Cats: she told me, talking of the E-Cat: ” This is the new fire!” . I liked that phrase so much, that I wrote it and conserved it to make the logo of the trade mark. She too is invited to contact me.

When solving problems, we love standard solutions and tools. What worked for us in the past becomes our tool to solve problems in the future. A psychologist namedRaymond Cattell termed this as “crystallized intelligence” – ability to use learned knowledge and experience. It is much like water frozen in to pieces of ice. It cannot flow.
But, we cannot solve problems of today with techniques of yesterday. With rapid changes all around us, it is even more crucial that we pay attention to “fluid intelligence” – to analyze and solve problems in novel situation without excessively relying on past knowledge or experiences, to observe the patterns and think critically. 
When it comes to learning constantly, we need both. While driving, we need the rear view mirror to avoid accidents but we can’t drive forward only looking at the rear view mirror. Fixed learning and experiences of the past equips us better to handle uncertainty but in itself, they cannot help us navigate the uncertainty. For that, we need an ability to learn, unlearn and relearn quickly in line with the given context. We need an ability to not let past experience interfere with the possibilities. We need to learn to navigate without a map – or create a map as you go along. We need a keen observation of patterns that emerge as we apply the learning. When we do this consistently, learning flows and grows.
The tools of our mind are fixed, but the environment is constantly evolving.
Our tools and methods of learning have to evolve too!
In LENR even more!!!
